Smart windows keep heat out – but let light in

Sweltering at your desk as the sun beats down? Don't worry, smart windows that change how much heat they let in will soon be able to keep you nice and cool.

"We have are developing a coating that comprises a thin layer of nanocrystals that transmit visible light and can reject near infrared light," Delia Milliron, deputy director of the Molecular Foundry at Berkeley Lab, told New Scientist.

The near-infrared transmittance of the nanocrystals can be tuned by applying a few volts of an electric charge. On a cold day, both visible and the near-infrared light would be allowed through to let the heat in; on a hot day, however, a few volts of electricity are applied so that the windows still transmit visible light, but block light in the near-infrared spectrum, keeping the sun's heat out.

Milliron and her team have synthesised indium tin oxide in nanocrystal form. The crystals are dispersible in liquids and solvents and can be used to coat glass. The tin brings with it an additional electronic charge, and it is those electrons that are actually responsible for the infrared light absorption; when a voltage is applied, the concentration of electrons in the nanocrystals is changed, thereby changing the amount of infrared light absorbed.

Being able to dynamically change the infrared absorption in this way is completely new, says Milliron, who presented the idea at an MIT Energy Showcase on March 16th.

But smart windows are not just about keeping your average office worker nice and comfy. Such technology could reduce the energy and economic impact of windows, which for building owners in the U.S. is about $40 billion per year, Stephen Selkowitz, head of building technologies at Lawrence Berkeley National Laboratory, told National Public Radio last November.

Canada to pull the penny from circulation

(Image credit: Canadian Royal Mint)The Canadian government announced on Thursday that it plans to pull the penny from circulation at the end of 2012, saying the copper-coated currency is more expensive for the Royal Canadian Mint to produce than its actual currency value.

"Pennies take up too much space on our dressers at home. They take up far too much time for small businesses trying to grow and create jobs," said Finance Minister Jim Flaherty. He also said it costs 1.5 cents to produce each penny.

"We will, therefore, stop making them," he said.

Nonetheless, the news has been causing quite a stir across Twitter today.

The U.S. faces a similar dilemma, where it costs nearly two cents to produce a single penny. U.S. pennies are in fact composed primarily of zinc, and have a thin copper coating. The Wall Street Journal wrote that the Obama Administration has proposed using less expensive materials in the production of pennies and nickels, but public misinformation on the perceived value of coins would likely stir up controversy.

It could also be disastrous news for at least one Portland, Oregon, nightclub.

During the 2008 presidential campaign, Obama discussed phasing out the penny, saying, "We have been trying to eliminate the penny for quite some time?it always comes back. I need to find out who is lobbying to keep the penny." However, Obama said that fellow presidential Illinois native Abraham Lincoln shouldn't be phased out from our currency. "Oh, you think it's Illinois? You're blaming us?" he joked. "I will seriously consider eliminating the penny as long as we find another place for Lincoln to land." Lincoln, of course, already graces the front of the $5 bill.

The Canadian penny will still be accepted indefinitely as a form of currency, but the government says it will eventually require cash transactions to be rounded to the nearest five-cent increment. Customers are already forbidden from using more than 25 pennies in a single purchase.

"The penny has simply outlived its purpose," said Senator Irving Gerstein. "It is a piece of currency, quite frankly, that lacks currency."

The Associated Press notes that some countries have already eliminated pennies or their monetary equivalent from circulation, including Finland, Sweden, Norway, Denmark, Israel, the Netherlands, Australia, New Zealand, France, Spain, South Africa, Switzerland and Brazil.

126. When you assess your environment, what opportunities for self-improvement can you create or seize?

When I arrived at Beaumont prison camp, one of the first things I did was look for a library to study at.? After doing so, I asked a few guys if anyone reads the Wall Street Journal, IBD?s, or The Economist.? I wanted to be in line to receiving those literatures.? When I found the person who subscribed to the Wall Street Journal, I discovered he teaches the financial investing ACE, adult continuing education, class and had a successful firm in society.? I saw this as another opportunity to learn more about my interests for the financial markets.

127. What is your interpretation on the value of self-imposed structure of free time?

Those who imposed structure of their free time has a sense of direction which they want to lead and be successful upon release.

128. What relationship do your daily activities have to the vision you have for your life upon release?

I try to stay current with the financial markets by watching CNBC or reading the Wall Street Journal everyday.? When I used to get the IBD paper, I would practice technical analysis on the futures daily charts.? By staying current with the market and paper trading the futures, I?m building my intuition for the financial markets.? This will benefit my business, real estate, and trading goals.

129. Imagine that you were to replicate your activities or use of time yesterday every day or your sentence. If you did, what level of preparation would have to triumph over the obstacles that await you upon your return to society?

My level of preparation would be the same as it is now.? There is only so much a person can do and absorb in a day.? I believe every person has a comfort pace to learning.? I always up my level of study when I feel I?m ready to and won?t burn myself out by overloading information.? A person can only get better at what he does with repetitions.

130. What activities within the prison environment can you pursue that will enhance your strengths?

Having a job is mandatory in prison.? So I always try to get a job that is less time consuming.? It will free up my day so I can study and read.? My dedication in preparing for release is probably my best strength.

131. What activities within the prison environment would you categorize as a weakness?

I would say any type of entertainment or non-beneficial activities an inmate can?t take with him after prison to be weaknesses in prison.

132. What activities within the prison environment would you perceive as offering opportunities?

Interacting with other inmates offered a lot of opportunities.? I was fortunate to learn a lot from fellow inmates.

133. What activities within the prison environment do you perceive as threatening your prospects for success upon release?

Having to work a job that will require most of the day can threaten prospects for success upon release.? Especially if that job requires pulling weed, cutting grass, or any labor requiring no skill can be a big threat to preparing for society.? It takes time away from studying and preparing for a successful life after prison.

134. To what extent do the activities you pursue inside the prison environment contribute to your strengths and opportunities?

The more free time I have in prison, the more I can study and prepare for a better life with my family and society.? Having as much free time as possible allows me to create one on one opportunities with successful businessmen whom I can learn a lot from.

135. What steps do you deliberately take to minimize your exposure to weaknesses and threats?

One of the first things I do is find a job that doesn?t require much time in a day.? I then look for a study area.? The library is usually the best place.? I avoid claiming of seats or spots to sit so there?s less conflicts between me and other inmates.? Another thing I do to avoid confrontations is wash my laundry at 5:00 am, the time I start my day.? No one is washing laundry at this time.

Christine Sartoris sees signs of a slowly recovering economy in generally improving conditions in Colorado, rising sales tax collections in the Grand Valley and even growing interest in membership in the regional trade group she oversees.

Signs of recovery are far less evident, however, for the commercial construction industry in the area, says Sartoris, president and chief executive officer of the Western Colorado Chapter of Associated Builders and Contractors. ?The commercial construction industry hasn?t felt it yet. We?re going to lag behind and we?re slow to catch up.?

It?s an assessment others in the industry share.

?It?s still pretty flat,? says Clark Atkinson, executive vice president of Shaw Construction.

Dan Roberts, chief financial officer of Mays Concrete, puts it this way: ?We?re still in the hunker down and make it work mode.?

With few large construction projects planned and margins on existing projects razor thin, commercial construction contractors face challenging times. While there?s been a modest increase in demand for construction workers, the unemployment rate in the sector remains as much as double that of overall joblessness in Mesa County. Energy development bolsters construction, but exploration and production activity in the region has flagged with low natural gas prices and a shift in resources to oil-rich formations in other areas of the state and country.

Some construction firms have adapted by expanding their areas of operations or scope of services. But it could another 18 to 24 months before the sector substantially recovers in Western Colorado.

Still, hopes persist the sector ultimately will recover. In fact, Atkinson believes there could be a shortage of skilled construction workers in the region once growth resumes.

For now, though, difficult conditions persist, says Sartoris. ?It?s still pretty rough out there.?

Stiff competition for contracts has kept bids low and margins at or near the break-even point. ?It?s difficult to make a buck right now,? says Roberts.

Atkinson says prices for some construction work have declined to levels of 15 years ago ?? great for customers, but less so for contractors.

Dale Beede, broker and partner at Coldwell Commercial Prime Properties in Grand Junction, says most of the major commercial construction projects under way in the Grand Valley have been completed or soon will be. An American Furniture Warehouse opened late last year. A new press box and other renovations at Suplizio Field soon will be completed, Beede says.

Work continues on a municipal public safety building as well as a Sunflower Farmers Market grocery store. An existing building at Mesa Mall also will be renovated for a new Buffalo Wild Wings location scheduled to soon open, Beede says.

Colorado Mesa University long has been an exception to the rule of declining construction activity in contracting for hundreds of millions of dollars worth of work at its expanding campus in Grand Junction. Atkinson calls the university a ?shining star.? A new residence hall is scheduled to open this fall and offer 180 additional beds to students. CMU trustees have approved the construction of yet another residence hall to keep pace with growing demand for student housing.

No other major construction projects are in the pipeline, though, Beede says.

While commercial vacancy rates remain low, many existing buildings are underutilized, Beede says. Moreover, many businesses are more interested in survival than expansion. Those businesses that are faring better are shedding debt to gain more competitive positions, he adds.

?Roberts says he doesn?t foresee any substantial increase in commercial construction activity in Grand Valley this year or next.

With a lack of activity locally, some companies are looking elsewhere for work.

Roberts says Mays Construction has expanded its operation to a four-state area that includes not only Colorado, but also Arizona, Montana and New Mexico.

Atkinson says construction activity actually has been brisk in the Denver metropolitan area. ?Denver is just going gangbusters.? Demand also has rebounded for high-end luxury homes in mountain resorts, he says. In addition to Grand Junction, Shaw Construction operates offices in Denver and Jackson Hole, Wyo.

Since the commercial construction sector typically lags behind economic recovery, Sartoris says it could be another 18 to 24 months before the industry realizes substantial improvement ? or the increased payrolls that go with it.

Suzie Miller, business services manager at the Mesa County Workforce Center in Grand Junction, says there?s been a modest increase in demand for workers in the construction sector over the last two months. Still, most of the openings have been for low-paying positions rather than skilled positions that offer higher wages.

Job orders for more than 630 openings in the construction sector were posted at the center between March 1, 2011 and March 1, 2012, Miller says. But at the same time, more than 3,600 applicants registered at the center are interested in those jobs ? a labor pool only slightly less deep than that for applicants interested in office and administrative positions.

Sartoris estimates the unemployment rate in the construction sector at about double overall joblessness in Mesa County, which spiked at 9.6 percent in January, the latest month for which numbers are available.

Energy exploration and development has direct and indirect effects on commercial construction and in the past has bolstered construction. While energy activity has rebounded from a severe downturn, it?s flagged as natural gas prices have remained low and? high oil prices have drawn attention to oil-rich formations.

Those in the construction industry say a broader economic recovery with sustained job growth ultimately is needed to promote commercial construction in Western Colorado. Easier access to financing to fund construction also would help, as would government policies that create a more stable business environment.

Sartoris, for one, remains optimistic a recovery is coming. ?It?s just going to be a matter of time.?

Most government help is going to the elderly

The recession and drawn out recovery has prompted a lot of discussion about whether entitlement programs ranging from unemployment insurance to food stamps help people in need or keep people from helping themselves.

A recent analysis from the Center on Budget and Policy Priorities, which advocates for low-income families, offers some insight into that issue by showing who exactly is using these government benefits.

The answer: Mostly the 65-plus crowd, but also disabled people and working Americans.

Using the 2010 federal budget and U.S. Census data , the CBPP finds that 53 percent of all government entitlements are going to people who are over 65 years old.

Another 20 percent of the benefits went to disabled people, while 18 percent were going to people in a working household. The data was for the government?s 2010 fiscal year.

That means that 9 percent of entitlements went to people who were not elderly, disabled or living in a household in which someone had worked at least 1,000 hours in a year.

The analysis included Social Security, Medicare, Medicaid, unemployment insurance, SNAP (otherwise known as food stamps), Social Security Insurance, Temporary Assistance for Needy Families, the school lunch program, the Children?s Health Insurance Program, the Earned Income Tax Credit, and the refundable component of the Child Tax Credit.

Taken together, that accounts for $1.8 trillion of the approximately $2.1 trillion in benefit costs the government paid out in the 2010 fiscal year, according to the researchers. The report said most of the remaining money went to federal and veteran retirement benefits, which it excluded from its calculation.

In addition, the report included about $130 billion in state funding for benefits such as Medicaid.

The main analysis did not include programs for which Congress must set funding levels each year, including?low-income housing and energy assistance programs and WIC, which provides nutrition to low-income moms and young children. However, the authors said?when they did the analysis with those benefits it didn't?change the calculations substantially.

Of course, it makes sense that older Americans are getting a large chunk of benefits because that?s who Medicare and Social Security are aimed at.

Most of the 9 percent of payouts going to people who were not working, elderly or disabled were unemployment benefits, medical care payments, Social Security survivor benefits and payouts for people who opted to take Social Security between ages 62 to 64.

The report noted that there are likely others who would like to be getting government benefits but aren?t because there?s a limit to how much is given out for certain benefit programs.

Federer beats American Harrison at Key Biscayne

KEY BISCAYNE, Fla. (AP) ? On the verge of victory, Roger Federer stopped playing when he thought a pivotal point had ended.

He mistook a fan's shout for a linesman's call, which cost him the game. Play continued for another 25 minutes before Federer finally closed out his opening match at the Sony Ericsson Open by beating 19-year-old American Ryan Harrison 6-2, 7-6 (3).

"I'd like to make it a bit more difficult for my opponent," Federer said. "I was just completely confused about the whole situation."

Serena Williams, Maria Sharapova and Andy Roddick won in more straightforward fashion, but two-time champion Kim Clijsters was eliminated.

Federer led 5-2 in the second set and had a chance to finish in less than an hour until he lost two fluky points that extended the match.

Serving at 5-3, Federer blew an easy overhead to fall behind 15-30. One point later, facing break point for the only time in the match, Federer hit a forehand that landed on the baseline.

A fan hollered "Out!" and Federer stopped. By the time he realized the ball was still in play, Harrison had won the point ? and the game.

"It completely threw me off," Federer said. "It's the first time it has ever happened in my career. I was like, 'That's it? That's a break point? This is how this is going to happen?'"

Harrison took advantage of the break, although he said he felt bad about it.

"Obviously I want to win every point the right way, and not because something happened," the teenager said. "Unfortunately somebody interrupted play."

After Harrison held twice to force the tiebreaker, Federer hit a spectacular lunging lob to turn a scrambling exchange his way for a 4-2 lead. Four points later, he closed out his 40th victory in the past 42 matches.

"I felt like I had to win the match like three times at the end, so I was relieved to come through," he said.

Federer has a 77-match winning streak against players outside the top 20. Harrison is ranked 73rd but on the rise.

"He'll make his move up the rankings," Federer said. "He's a good athlete. I hope he stays healthy so he can show everyone what he's got."

The No. 3-seeded Federer's opponent in the third round will be another American, familiar foil Roddick. They've played 23 times and Roddick has won only twice, although he did beat Federer at Key Biscayne in 2008.

"There's no getting around the fact that he has been the biggest obstacle in my career," Roddick said. "His game matches up well against mine."

Roddick lost only five points on his first serve, never faced a break point and beat Gilles Muller 6-3, 6-2. Roddick is trying to improve a ranking that has dropped to 34th, the lowest he has been since 2001.

Chavez says he underwent surgery in Cuba on Feb. 26 to have a tumor removed from the same spot in his pelvic region where another tumor was extracted eight months earlier.

The 57-year-old president has said he next plans to have radiation treatment in hopes of preventing a reappearance of cancer. He has not identified the type of cancer involved.
