World News - Murderer pardoned for saving hundreds in deadly ...

TEGUCIGALPA, Honduras ? No one knows for sure what started the prison fire at the Comayagua prison 50 miles north of here. But everyone agrees that the hero is a convicted murderer, an inmate named Marco Antonio Bonilla.
Antonio Bonilla, who?had just months left on his sentence, roamed more freely than the others and was the prison nurse. He is credited with saving hundreds of inmates on the day of the deadliest prison fire in the last century. The prison's six guards, spooked by the flames, either ran away or refused to unlock the cells -- witness accounts differ -- but Antonio Bonilla was unrelenting, even using a heavy bench to smash open a lock, according to witnesses.
The Valentine?s Day fire started late in the day and raced through five barracks at the Comayagua prison farm, burning and suffocating screaming men trapped behind locked doors.
The reasons given for how the fire started are many: An angry inmate had threatened to torch the prison; inmates had been fighting over a mattress; an inmate had fallen asleep while smoking. ??
Prisoners later said that the guard responsible for the keys threw them on the ground, while others said that Antonio Bonilla demanded them and started opening doors when the guard turned them over.
Inmate Jose Enrique Guevara said Antonio Bonilla?used a bench to break open the lock on his cell block, No. 6, where the fire started. Enrique Guevara survived with burns.
There were 852 prisoners in the prison?the night of the fire; on Tuesday, the total death toll had reached 360. Enrique Guevara's cell block was hit hard. Of the 105 prisoners crammed into rows of bunks four levels high, four survived.

In his weekly meeting with ministers broadcast on Channel 8, President Porfirio Lobo said he would give Antonio Bonilla a presidential pardon for his murder conviction.
"He put himself at incredible risk trying to save lives during the tragedy," Lobo said.
The United States Embassy in Honduras issued a statement saying investigators from the Bureau of Alcohol Tobacco and Firearms believed the fire was an accident. They found that crowding, poor safety practices and the presence of flammable materials in and around the tightly packed bunk beds caused the rapid spread of the flames.
Inmates had clothes, curtains and small electrical devices hung from their bunks. Some also had materials to light makeshift kitchen stoves, according to some of the survivors.
Honduras has experienced deadly fires in its overcrowded prisons in the past, Reuters reported.
In 2003, 68 people died inside a prison in northern Honduras when a fire broke out during a riot and investigators later found guards had killed inmates with machetes and guns on the inside. A year later, more than 100 inmates died in another prison fire in the city of San Pedro Sula.

Chelsea captain Terry to have knee surgery

LONDON (AP) - Chelsea captain John Terry will have knee surgery and be sidelined for up to six weeks, a further blow to the team's faltering season but relieving interim England coach Stuart Pearce of a potentially difficult roster selection.
Terry has not played for more than three weeks and Chelsea's medical team decided on Tuesday that the defender must have an operation on his right knee.
The center back trained Monday in Italy on the eve of Chelsea's Champions League match against Napoli but woke up in discomfort a day later.
"John has tried hard to be ready for tonight's game but it was clear after training last night that it was not going to be possible," Chelsea said in a statement. "He will undergo an exploratory arthroscopy in the next day or so, after which the club's medical team will be better placed to advise on a prognosis."
Coach Andre Villas-Boas said Terry will be out for up to six weeks.
The injury saves Pearce from having to decide whether to select both Terry and Rio Ferdinand for his roster for next Wednesday's exhibition against the Netherlands.
Terry was stripped of the England captaincy this month due to his upcoming trial for allegedly racially abusing Ferdinand's brother, Queens Park Rangers defender Anton Ferdinand.
Fabio Capello quit as England coach after the Football Association stripped Terry of the captaincy without consulting the Italian.
Terry's absence will be less of a blow for England than for Chelsea, which hasn't won a game since he last played on Jan. 28 against QPR. Chelsea has slipped to fifth in the Premier League and tied Birmingham in the fifth round of the FA Cup on Saturday.
The 31-year-old Terry has been troubled by the knee injury since colliding with a post last month in the FA Cup against Portsmouth.

If people see news coverage of alcohol's role in violent crime and fatal injuries, they may give more support to alcohol-control laws, according to a study in the March issue of the Journal of Studies on Alcohol and Drugs.
It's estimated that drinking is involved in almost one third of deaths from accidents and violent crime. But the news reports on those deaths often make no mention of alcohol.
"People have some awareness of the social cost that alcohol can have," said the study's lead author, Michael D. Slater, Ph.D., of Ohio State University in Columbus. "But only a small fraction of news stories on violent crime and nonmotor vehicle accidents acknowledge the contributing role of alcohol."
As a result, many people may not realize how often drinking contributes to accidents off the roadways, as well as to violence, Slater noted.
And that lack of awareness might dampen the public's support for alcohol-control laws, such as the strict enforcement of underage-drinking laws or prohibitions on serving alcohol to intoxicated customers.
To see how media coverage affects people's views on alcohol control, Slater's team sent online surveys to a national sample of 789 U.S. adults. The surveys contained stories on violent crime, car crashes and other accidents taken from local U.S. newspapers; each story was manipulated into one version that mentioned alcohol involvement and a second that did not.
After reading the media accounts, participants were asked about their support for existing alcohol-control laws, as well as proposed restrictionssuch as limits on the number of bars and liquor stores that can exist in a given area.
Overall, Slater's team found that when people read stories that mentioned alcohol, they were more likely to throw their support to existing alcohol-control laws.
"I think this buttresses the idea that media coverage does matter," Slater said. "Alcohol, as a public health issue, is not as front and center as it might be if there were more news coverage."
Even if alcohol-control laws are already on the books, public support matters because local resources are needed to enforce those laws, Slater noted.
He said that local authorities can help by mentioning any role of alcohol when discussing crimes and accidents with the media. And reporters, Slater noted, can also ask about any alcohol involvementnot just in car crashes but in other accidents and crimes as well.

After reading the media accounts, participants were asked about their support for existing alcohol-control laws, as well as proposed restrictionssuch as limits on the number of bars and liquor stores that can exist in a given area.
Overall, Slater's team found that when people read stories that mentioned alcohol, they were more likely to throw their support to existing alcohol-control laws.
"I think this buttresses the idea that media coverage does matter," Slater said. "Alcohol, as a public health issue, is not as front and center as it might be if there were more news coverage."
Even if alcohol-control laws are already on the books, public support matters because local resources are needed to enforce those laws, Slater noted.
He said that local authorities can help by mentioning any role of alcohol when discussing crimes and accidents with the media. And reporters, Slater noted, can also ask about any alcohol involvementnot just in car crashes but in other accidents and crimes as well.

Global clearinghouse ready to evict Iranian banks

BRUSSELS (AP) ? A financial clearinghouse used by virtually every country and major corporation in the world agreed Friday to shut out Iran from its respected network, an unprecedented escalation of global economic pressure to halt Iran's suspected drive for nuclear weapons.
Quicker than a succession of slow-acting economic sanctions, expelling Iran from the banking hub could put a sudden choke hold on its oil-dependent economy. The move was made under strong pressure from the United States and the European Union, which are looking for ways to derail Iran's nuclear program quickly without a military strike.
"If SWIFT follows through on its public commitment to ban Iranian banks, it could sever the Iranian regime's financial lifeline," said Mark Dubowitz, an Iran sanctions expert advising the Obama administration. "It would also be a significant political embarrassment for the regime: Iran would be the first country in SWIFT's history to be expelled from what is the financial equivalent of the United Nations."
The European Union is expected to act within weeks to effectively cut off major Iranian banks from participation in The Society for Worldwide Interbank Financial Telecommunication, known as SWIFT. It's a move of last resort, with risks ranging from huge inflation and financial hardship for ordinary Iranians to disruption and price increases on the world oil market. Iran could also retaliate in unpredictable ways.
The EU has already imposed the first embargo on Iranian oil, to take effect this summer. The strongest-yet U.S. sanctions on Iran's lifeblood oil sector are due later this year.
SWIFT said in a statement on its web site that it will comply with the expected instruction to cut off Iranian banks. SWIFT has previously brushed off international efforts to use its network to target countries or companies, telling enforcers that it does not judge the merits of the transactions passing through the portal.
SWIFT's statement said the decision essentially to kick out a member country "reflects the extraordinary and highly exceptional circumstances of significant multilateral international support for the intensification of sanctions against Iran."
The rapid expansion of what had been a gradual, yearslong effort to deter a weapons program reflects rising alarm that Iran may be on the brink of developing a nuclear weapon. Israel, which takes seriously Iran's threat to eradicate the Jewish state, is openly considering a military strike on Iranian nuclear processing facilities.
Some U.S. lawmakers are pushing for sanctions on SWIFT itself if it were to keep up its services to Iran. SWIFT lawyers were coming to Washington next week for meetings with Congress, and Friday's announcement was widely seen as a way to head off that action.
The Obama administration wants to see Iran barred from using the financial passthrough, which is used by virtually every nation in the world and overseen by major central banks, but it has no direct leverage over SWIFT. Washington was keen to see Europe act first, or to have SWIFT act on its own.
A U.S. Treasury Department official, speaking on condition of anonymity because SWIFT's action is still pending, said that the U.S. welcomes the move. The official said the U.S. will continue to urge the EU to act quickly.
The Brussels-based organization is a little-known but essential way station for international transactions, electronically converting currencies and processing payments such as those for Iran's crude oil exports. SWIFT handles cross-border payments for more than 10,000 financial institutions and corporations in 210 countries.
SWIFT's announcement came as the United States and European Union on Friday expressed cautious optimism that Iran is serious about returning to talks with world powers over its nuclear program.
Secretary of State Hillary Rodham Clinton and European Union foreign policy chief Catherine Ashton said they were continuing to study Iran's response this week to a proposal to restart the stalled negotiations. However, they said they welcomed Iran's professed willingness to hold talks as soon as possible without preconditions.
"We must be assured that if we make a decision to go forward, we see a sustained effort by Iran to come to the table to work until we have reached an outcome that has Iran coming back into compliance with their international obligations," Clinton said following a meeting with Ashton at the State Department.
She was referring to the risk that Iran could be stringing along world powers with a promise to return to talks, while continuing to assemble the means for a weapon.
Ashton is the point of contact for the five permanent members of the U.N. Security Council and Germany, who are demanding that Iran freeze all uranium enrichment.
SWIFT said Friday that it stands ready to stop services to sanctioned Iranian financial institutions once it has clarity on what new rules will require.
There was no immediate response from Iran. Tehran insists its nuclear program is for peaceful purposes only. U.S. officials say they believe Iran hasn't yet decided whether to build a nuclear weapon.
There are potential avenues for Iran to go around the expected cutoff, but they would be difficult, costly and time-consuming. More than 40 Iranian banks and institutions use SWIFT to process financial transactions, but not all are under European Union sanctions. The new move involving SWIFT is expected to apply first to banks already under sanction.
SWIFT, as a European entity, must comply with EU regulations.
It unclear whether the SWIFT ban would apply only to new transactions with overseas buyers or whether it would prevent payment on existing oil contracts that go through sanctioned Iranian banks. Also uncertain was whether the powerful Central Bank of Iran would be covered at the outset.

Manufacturing, housing data flag underlying strength (Reuters)
WASHINGTON (Reuters) ? U.S. manufacturing output rose solidly in January and a gauge of factory activity in New York state hit a 1-1/2-year high in February, showing a solid underpinning for the economic recovery.
The firmer tone was also in evidence in another report on Wednesday that showed optimism among home builders approached a five-year high this month, a good omen for the struggling housing market.
The reports added to a run of fairly upbeat data, even though overall industrial production was flat last month as unusually mild winter weather weighed on utility output.
"What we are seeing here is confirmation of the positive momentum we have seen in the economy over the past few months," said Millan Mulraine, senior macro strategist at TD Securities in New York.
Factory production increased 0.7 percent, the Federal Reserve said, after an upwardly revised 1.5 percent rise in December. The December increase was previously reported as a 0.9 percent gain.
Manufacturing was buoyed by a 6.8 percent jump in motor vehicle output. But production at utilities plunged 2.5 percent, the second straight month of big declines.
A 1.8 percent drop in mining production, the first decline in almost a year, also helped damp industrial output last month. However, overall production was stronger than first thought in December, rising 1 percent as opposed to the previously reported 0.4 percent gain.
"The mining sector has been enjoying a renaissance over the past couple of years and, barring a collapse in oil prices, we expect that will continue for some time," said Paul Ashworth, chief U.S. economist at Capital Economics in Toronto.
"So everything looks rosy for manufacturers now, but we're still concerned that Greece's exit from the euro zone sometime this year will stop the global turnaround in its tracks."
Concerns about Greece dominated sentiment on U.S. financial markets, where the broader Standard & Poor's 500 index (.SPX) touched a fresh seven-month high before giving up some gains.
U.S. Treasury debt prices were marginally higher, while the dollar was little changed against a basket of currencies (.DXY).
OFF TO A FIRMER START
Data, including employment, manufacturing and retail sales, so far suggest the economy got off to a firmer start in 2012, prompting analysts to scale back their expectations of a sharp pull-back in first-quarter growth.
The economy grew at a 2.8 percent annual pace in the last three months of 2011, with a build-up of inventories accounting for two-thirds of the rise.
Economists believe businesses have enough stock on hand to meet demand. That, together with a mild recession in the euro zone as a result of the debt crisis, could take some edge off the U.S. economy.
But there are no signs manufacturing is wilting. A report from the New York Federal Reserve showed a gauge of factory activity in New York state rose to its highest level in more than 1-1/2 years in February.
However, slowing new orders and further declines in unfilled orders suggested activity in that region could be close to peaking. There was a rise in shipments and companies increased hours for existing workers.

Manufacturing remains the main pillar of the economy, although it only accounts for about 12 percent of gross domestic product and 11 percent of nonfarm payrolls.
Capacity use in manufacturing rose in January to 77.0 percent, the highest since April 2008.
"The manufacturing sector is in a growth spurt, but it is not a spurt likely to turn sour as it is well diffused in the manufacturing sector and not producing bloated inventories - it is the 'real McCoy'," said Michael Montgomery, a U.S. economist at IHS Global Insight in Lexington, Massachusetts.
There are also signs of green shoots in the housing market, which has been a drag on the economy, with confidence among home builders the highest this month since May 2007.
Sentiment has increased for five straight months. Builders have been breaking ground on new residential projects, driven by rising demand for rental apartments as Americans shift away from homeownership.
Home building is expected to add to growth this year for the first time since 2005.
"The true test of the strength of housing construction this year will be the health of the spring selling season," said Michelle Meyer, an economist at Bank of America Merrill Lynch.
"This has been an unusually warm winter, which could be biasing the data."

The crowd at Madison Square Garden grew louder with every tiny step Malachy took, and he sure took a lot of them just to get halfway around the dog show ring.

Fitzpatrick gave his 11-pound champ a bit of a boost ? he carried him onto the green carpet for the final lineup, shortening his long walk. Malachy's pink tongue popped out from his black face, his eyes sparkling like black diamonds.
"No other dog moves like this," Fitzpatrick said. It's true, as a?Pekingese?is supposed to move with a "slow and dignified" gait.
Malachy chilled out after his win, resting his silver and white coat on a cool pack. He had plenty of time to get ready, having won the toy group Monday night.
"I kept him quiet all day," Fitzpatrick said.
More than 2,000 purebred dogs in 185 breeds and varieties competed in the nation's most prestigious pooch parade. When it came down to a best of seven, Malachy was the last to enter the darkened ring.
Judge Cindy Vogels studied them before making her pick. The No. 2 show dog in the country came close last February after taking the toy group here.
"Super dog, and he had a stupendous night," she said. "There's a lot of dog in a small package."
The champion at Westminster wins a coveted silver bowl, but not a cent. Instead, the honor of this title lasts a lifetime for any owner, and brings a wealth of opportunity in breeding potential.
This was the fourth time a Peke won at Westminster, and the first since 1990. Fitzpatrick, who co-owns Malachy with Iris Love and Sandra Middlebrooks, said the cute pompom was likely headed back to East Berlin, Pa., for a life in retirement.

"This dog brought us together," Slayton said. "Today," he added, choking up, "I bought a Valentine's Day card for my wife, not my girlfriend."
